Two very good works that I have read are:  Ball &amp; Richelson, eds., STRATEGIC NUCLEAR TARGETING, Ithaca, NY: Cornell University Press, 1986, and also Carter, Steinbruner &amp; Zraket, MANAGING NUCLEAR OPERATIONS, Washington, D.C.: The Brookings Institution, 1987.  Are there any similar detailed and scholarly works out there that examine these issues in the context of today&#039;s geopoligical situation?</description>
